Erie Canal Harbor Project - Buffalo, NY

This project involves development of a 12.5-acre parcel as a new harbor at the foot of Main Street in downtown Buffalo. The project includes construction of a series of marine and landside improvements designed to facilitate and enhance public access to the waterfront, interconnect marine, transit, vehicular, and pedestrian access systems, and to provide opportunities for future private development.

The Foit-Albert Associates Environmental team:

  • Facilitated all required environmental permitting for the project.

  • Completed the Soils Management Plan for the project. The plan describes how various soil, sediment and other material on site will be handled, stored and transported to ensure compliance with regulatory requirements, and makes provisions for minimization of risk to human health and the environment. Materials covered by the plan are categorized as non-hazardous solid waste and contaminated soil/fill material.

  • Conducted negotiations with disposal facilities on behalf of ESDC and secured disposal agreements with the Town of Tonawanda landfill and the U.S. Army Corps of Engineers’ Contained Disposal Facility (CDF).

  • Obtained Environmental permits from the U.S. Army Corps of Engineers and the New York State Department of Environmental Conservation (NYSDEC). The permit application process required close coordination between numerous design consultants, project stakeholders and permitting agencies throughout all phases of the project.

  • Completed the Stormwater Pollution Prevention Plan (SWPPP) for the project as required by the NYSDEC in accordance General Permit #02-01 guidelines. Foit-Albert’s SWPPP utilizes “New York State Stormwater Design Manual” for issues of water quantity and “New York Guidelines for Urban Erosion and Sediment Control” for issues of water quality.
